CONGRATS!!!! YOUR MY FISRT CRITIQUE!!! hope i dont suck ass at it....the first thing that really catches my eye is the camera/frame angle its refreshing to see a leaning canvas that adds to the character's mysterious nature.To me i think adding more darks and solid colors instead of the water color look would make the guy(have noooo idea what his name is lol) more dynamic and visually appealing. in terms of anatomy and body position, i think that if you mad his frame more masculine he would have more of the super hero vibe na mean...also try incorporating cooler colors into the value scale of the guy ...i think it would make him out-this-world cool lol ...OOOOO and also try putting him in like a dark alley way and see what that does to the drawing's overall effect

Your composition is strong and awesome. The diagonals with the moon above his head and the cityscape crossing behind his head is very dynamic. It is a little simplistic, and if you ever want to do a more detailed drawing with this same comp in the future I'd totally back that.
Also, for the coloring, you might want to try using bushes of varying "fuzziness." Currently it appears that every light and shadow falls on him in the same way, despite different light sources and different material. Some light edges could be extremely hard (like where he is backlit by the moon) and some edges very soft (like you have it, where his cloth mask is in shadows). Varying the "hardness" of the light will give him more dimension. There could also be more range in his coat, as it doesn't quite get dark enough in places, especially under his arm, and the inside flap of his coat should be nearly black (as you have it in his hat).

I lost my leg recently... and it reminded me of the time I lost my leg in the War.
Beforehand, be warned that English isn't my birth langage, so if some of my sentences sound weird, it's "normal". Well, it should be ok, but I prefer to warn you. If you don't understand something I'm trying to say, don't be afraid to ask.
(Geez, I feel ridiculous to say it every time, but I think it's better that way ;_; ).
Ok... So, I didn't see the Watchmen, and I have nooo idea about who Rorschach is, except that he seems to be a cool character (and well, your drawing is leading me to have this impression).

The angle you draw your drawing is very interesting and dynamic, like V8Sploo said. The choice of colors and lighting is nice.
About the "lights", I guess there should be others than the moon, but you deciced to only take count of the moon's light (well, that's my guess). The soft light of the moon, which is reflected on him, gives him a sort of "aura/halo", adding a surnatural feeling to the character, which is very interesting. For the rest, I tend to agree with V8Sploo : you could vary the "hardness" of the light in order to give him more volume and dimension. But I like him that way
By the way, you draw him very slim. Oh, well, he looks good that way, but from what I read on wikipedia, he's everything but fragile ^^ Maybe you should have draw him more masculine. But it's your interpretation of the character I guess.

Since Sargasurm, V8Sploo and Art Style have already commented on the character itself, I will be talking about the background and give a useful tip on how to make the character "pop" out of the picture. It's a bit hard to explain in words, so I'll just give you examples through Photoshop:

Here I've drawn a flower, which is in the foreground, and some flowers in the background plus added a gradient to add volume. In the top ones, I've either drawn all the flowers with the airbrush tool or with a solid tool. Below that, however, I've switched roles of the foreground flower and gave it solidity or bluriness.
Which ones makes the flower pop more??
The bottom ones, probably. It's an interesting trick of the eye that would be useful to remember; humans tend to direct their eyes to the thing that 'doesn't look right', that goes out of the flow. It disturbs us yet it enlightens us. As an example, you see an horizontal line of people standing straight. Someone decides to bend its knees a bit, you see their action, and you stare him down like an /attentive/ wolf. You don't know what's going on, or why the perfectly neat line of people is now disrupted, so you seek to set things 'right' again, and yet, you can't stop staring at the beauty of the abnormality. Now, if that person straightens up again, and another decides to collapse on the floor, you stare him down like a HUNGRY wolf. But then, imagine seeing that as art or photography: a row of 10ish people, and one of the middle ones is collapsed. It sends a powerful message to you, and people somehow like the abnormality so much.
This example is what originates having a blurry bg for a solid-rendered character, or a solid background for a fuzzy-rendered character.
